JUDGEMENT

(1.) Heard learned counsel for the petitioner in both these writ petitions.

(2.) These two writ petitions involved an identical controversy, therefore, they have been heard and are being decided by a common order.

(3.) Both petitions arise out of proceedings under Section 166/167 of the U.P. Zamindari Abolition and Land Reforms Act. The facts of the cases are as follows:-
