JUDGEMENT

(1.) Heard Shri Vinayak Mithal, learned counsel for the applicant and Shri Shashi Prakash Singh, learned Addl. Solicitor General of India assisted by Shri Apurva Hajela, learned counsel for the opposite parties.

(2.) The applicant is before this Court against the wilful defiance of the order dated 23.05.2019 passed in Writ Petition No.17839 of 2019 (Arvind Kumar Agarwal v. Union of India and Ors.), which for ready reference is quoted as under:-
