(2.) By means of present writ petition, the petitioner has prayed the following relief:-

Learned counsel for the petitioner submits that the controversy involved in the present writ petition is squarely covered with the judgment and order dated 26.09.2019 passed by a Division Bench of this Court in Writ Petition No.26651(MB) of 2019 (Shyam Lal and others Vs. District Magistrate Balrampur and others) annexed as Annexure no.4 to the writ petition. The same on reproduction reads as under:-
