JUDGEMENT

(1.) Heard Sri Udai Pratap Singh, learned counsel for the petitioners, Ms. Suniti Sachan, learned counsel for respondent Nos.1 to 4 and Sri Anil Kumar Singh Bisen, learned Standing Counsel for respondent Nos.5 to 16.

(2.) In this Public Interest Litigation, the petitioners are praying for the following reliefs :-

(3.) In the earlier round of litigation, the matter has been finally decided by the Division bench of this Court on 1.5.2017 in the matter of Hari Prasad Mishra and others Vs.
