(1.) Heard Sri Arvind Kumar Pandey, learned counsel for the petitioners, learned Additional Chief Standing Counsel for opposite parties no.1,3 and 4 , Sri Neera Yadav, learned counsel for opposite party no.2 and perused the record.

(3.) Learned counsel for the petitioner submits that his case is squarely covered by judgment and order dated 30.7.2019 passed by a Division Bench of this Court in Writ Petition No.19514(MB) of 2019 ( Ram Autar Vs. State of U.P. and others), which on reproduction reads as under:-
