(1.) Heard Shri Navneet Kumar, learned counsel for the petitioners and Shri Praveen Kumar, learned counsel for the respondents.

(2.) The issue involved in this writ petition has already been decided by a Coordinate Bench of this Court today by its order dated 09.09.2019 passed in Writ Petition No.24457 (S/B) of 2019. The aforesaid order dated 09.09.2019 is reproduced as under:-

(3.) The respondent nos.1 to 16 working in the petitioners' department had approached Central Administrative Tribunal, Lucknow by filing Original Application No.345 of 2016 ( Randheesh Kumar Singh and others Vs. Union of India and others) with the following main prayers:-
