JUDGEMENT

(1.) Heard Sri Anil Tiwari, learned Senior Advocate assisted by Sri Aditya Tiwari, learned counsel for the petitioners, Sri Prafulla Yadav, learned Standing Counsel for the State-respondents and Sri Raj Kumar Singh for the other contesting respondents.

(2.) The issues involved in both the writ petitions being common, both the writ petitions have been heard together and are being decided by this common judgment. The facts of Writ Petition No.6287 (S/S) of 2016 are being noted for deciding both the writ petitions.
