JUDGEMENT

(1.) Heard Shri S.C. Tripathi for the petitioner and Shri Shambhavi Nandan for the respondents 2 and 3.

(2.) Although his caveat and vakalatnama accompanying it is on behalf of respondent 2 only, he is submitted that he has instructions on behalf of respondent no. 3 also.

(3.) In view of the statement so made and since respondents 2 and 3 are the only contesting respondent in this writ petition, the matter is being heard and decided finally, with the consent of the parties.
