(1.) WE have heard Sri R. C. Singh, learned counsel for the peti tioner, learned Standing Counsel for respondents No. 1 to 3 and Sri Pradeep Kumar, learned counsel appearing on behalf of respondent No. 4.
(2.) WITH the consent of learned counsel for the parties this writ petition has been heard for final disposal at the admission stage under the Rules of the Court and is being decided at this stage itself.

THE contention of learned counsel for the petitioner is that notifications issued under Sections 4 and 6 are null and void having not been issued by com plying the mandatory requirement of the Act. In any case, it is submitted that the order passed on the petitioner's representation cannot be said to be a speaking order. More so, it is based on presumptions and the findings recorded are no nest since without considering evidence on record the respondent No. 1 has passed, the impugned order and, therefore, it is liable to be set aside.
