Briefly stated facts of the present case are that Government Order No.3371/79-5-2013-5/2010, dated 31.1.2013, was issued providing for engagement of part time "Anudeshak" (Instructor) on contractual basis for 11 months with provision for renewal. The aforesaid Government Order provides for eligibility as under:
