JUDGEMENT

(1.) Since the subject matter of both these writ petitions is the same, the Court, with the consent of learned counsel appearing for the respective parties, proceeds to decide them by a common judgment and order, which follows.

(2.) Heard Shri Sudhakar Pandey, petitioner no.2, who appears in person in Writ Petition No.29872 (M/S) of 2016 and Shri Sanjay Kumar Srivastava, learned counsel representing the respondents in the said writ petition, namely, Chhetriya Sri Gandhi Ashram, 9-Shahnajaf Road, Hazratganj, Lucknow.

(3.) Shri Sanjay Kumar Srivastava has advanced his arguments on behalf of the petitioner in Writ Petition No.3111 (M/S) of 2017, whereas the respondent no.3 therein, Shri Sudhakar Pandey has addressed the Court in person.
