JUDGEMENT

(1.) Since the subject matter of all these writ petitions are intertwined, they have been taken up and heard together and are being decided by the common judgment and order, which follows:-

(2.) For convenience, Writ Petition No.195 (M/S) of 2015 shall be treated as leading writ petition and the narration of facts in this judgment will be referred to primarily from this leading writ petition.

(3.) Heard Shri Vinod Pandey, learned counsel appearing for the petitioners in Writ Petition No.195 (M/S) of 2015, learned Standing Counsel appearing for the State-respondents and Shri Sandeep Dixit along with Ms. Madhumita Bose, learned counsel representing the respondent nos.4 to 8.
