JUDGEMENT

(1.) Heard Sri Vijay Gautam, learned counsel for the petitioner as well as Sri Saurabh Srivastava, senior panel counsel for the Union of India, who says that he is appearing for all the respondents.

(2.) Learned counsel for the parties are agreed that the controversy involved in the present writ petition is fully covered by Writ Petition No. 52227 of 2015 (Mulayam Singh
