(1.) Heard Mr.Aarohi Bhalla alongwith Mr.Sunil Kumar Singh, learned counsel for the petitioner and Dr.L.P.Mishra alongwith Mr.H.N.Tiwari, learned counsel for the respondent No.5 as well as learned Standing Counsel.

(2.) The petitioner is posted as Deputy Director in the Zila Panchayat Monitoring Cell, Lucknow. The service conditions of Uttar Pradesh Zila Panchayat Monitoring Cell Gazetted Officers are governed under the 0(in short Rules 2004).
