JUDGEMENT

(1.) Heard Sri Gaurav Mehrotra, learned Senior Advocate assisted by Sri Akber Ahmad, Advocate representing the petitioners; Sri Suresh Chandra Kushwaha, learned Standing Counsel appearing on behalf of the State-respondents and perused the material available on record.
