(3.) ANOTHER three Judges Bench of the Apex Court in State of Himachal Pradesh v. Himachal Pradesh State Recognized and Aided Schools [ (1995) 4 Supreme Court Cases 507] while considering the ratio laid down in Unni Krishnan's case, held that the State is obliged to provide free education till 14 years and aid should be provided by the State irrespective of its financial capacity for payment of salary to those teachers.
