Mishra, assisted by Mr. Amrendra Nath Tripathi, counsel for the appellants, learned Standing Counsel, Mr. Raghvendra Singh, Senior Advocate, assisted by Mr. Prashant Singh Atal and Mr. Sandeep Dixit, counsel for the private respondents and Mr. Z.Zilani, learned Additional Advocate General and perused the records.

(2.) THE above -captioned special appeals arise out of the judgment and order dated 25.4.2013 passed in writ petition No. 2692 (MS) of 2013, whereby the learned Single Judge dismissed the writ petition.

(3.) SINCE questions of law and facts involved in the above -captioned special appeals are similar in nature and in all the above captioned special appeals, common judgment and order dated 25.4.2013 passed in writ petition No. 2692 (MS) of 2013 has been assailed, therefore, they are being decided by a common order.
