(1.) Heard Sri R.K. Ojha, learned Senior Advocate appearing on behalf of the petitioner, Sri Pankaj Rai, learned Additional Chief Standing Counsel appearing on behalf of the State and Smt. Archana Singh, Advocate appearing on behalf of the Commission.

(2.) Parties have exchanged their affidavits. With the consent of the learned counsel for the parties, the writ petition is being finally disposed of at the admission stage itself.
