JUDGEMENT

(1.) HEARD Sri Adarsh Bhushan, for the petitioner and Standing Counsel and Sri A.S. Rai, for the respondents.

(2.) THE writ petition has been filed for quashing the order of Regional Inspectress of Girls School (respondent -1), (hereinafter referred to as RIGS) dated 07.11.1988, approving the appointment of Bramha Kumar Saxena (respondent -3) on the post of clerk in Sukhdei Balika Uchchatar Madhyamik Vidyalaya Mandir, Maheba, Etawah and for mandamus directing respondents -1 and 2 to promote the petitioner on the aforesaid post as directed by letter of RIGS dated 21.10.1988.

(3.) SUKHDEI Balika Uchchatar Madhyamik Vidyalaya Mandir, Maheba, Etawah is recognized under U.P. Intermediate Education Act, 1921 up to Intermediate level and is receiving grant -in -aid from State of U.P. In this college, there is one post of clerk. The petitioner was appointed as class IV employee in the college on 01.02.1980. The post of clerk fell vacant in the year 1988. The petitioner passed High School Examination in the year 1976, Uttar Madhyama Examination in the year 1986 and Shashtri Examination in the year 1988 from Sampurnanand Sanskrit University, Varanasi.
