(1.) Heard Sri M.D. Misra, learned counsel for the petitioner and learned Standing Counsel for the respondents.

(2.) By means of the present writ petition, the petitioner has challenged the order dated 30.12.1999 passed by the Collector, Gorakhpur (anneuxre No. 8 to the writ petition) and order dated 12.04.2006 passed by the Commissioner Gorakhpur (annexure No. 14 to the writ petition).
