JUDGEMENT

(1.) HEARD Shri G.C. Verma, learned counsel for the petitioner and the learned Standing Counsel appearing on behalf of the opposite parties.

(2.) THE petitioner was appointed on 01.11.1987 on daily wage basis in the office of opposite party no.3 and was made to operate a photocopy machine kept in the office of opposite party no.3. While the petitioner was working on daily wage basis, the opposite party no.3 wrote a letter to the Secretary, Board of Revenue, Lucknow, requesting the latter to sanction one post of Operator -Clerk in the office of opposite party no.3 for operating the photocopy machine. The Secretary, Board of Revenue, Lucknow, in turn, by his letter dated 30.06.1989 forwarded the proposal of the opposite party no.3 to the State Government requesting the latter to sanction one post of Photostate Machine Man. No action was taken by the State Government on the proposal submitted by the Secretary, Board of Revenue, Lucknow.

(3.) AGGRIEVED by the inaction of the State Government, the petitioner preferred the instant writ petition with the following prayers: -
