THE present writ petition has been filed under Article 226 of the Constitution of India, inter alia praying for issuance of writ, order or direction in the nature of mandamus commanding the respondents to send the electricity bill to the petitioner as per the meter reading and permit the petitioner to deposit the same in accordance with law.

IT is stated in the writ petition that the petitioner is Pharmacist in the Hospital, and that the petitioner had applied for Electricity Connection in the year 1982 for domestic purpose; and that the petitioner was having Electricity Connection No. 019830. Book No. 0221, and that the petitioner was regularly paying the bill, and that the bill for the period upto 18 -8 -2002, as per the meter reading was Rs. 189 and the petitioner made payment of Rs. 189 in the Month of October, 2002 and that the bill for the period up to 17th October, 2002 was Rs. 222, and the petitioner also deposited the same, and that the respondents sent arbitrary bill for the period upto April, 2003 for Rs. 52,395 and that the meter reading was shown as 24415; and that as the bills were not as per the meter reading and were arbitrary bills, the petitioner on 13 -8 -2003 and 21 -8 -2003 sent representations to the Executive Engineer, Electricity Distribution Division I, Etah. The said representations dated 13 -8 -2003 and 21 -8 -2003 have been filed as Annexure Nos. 5 and 6 to the writ petition, respectively.
(3.) IT is further stated that the present meter reading is 9287, but the respondents, without taking any meter reading, are sending arbitrary bills. It is further stated that after receiving the said bill for the period upto to 17th April, 2004, the petitioner made a representation dated 20 -4 -2004 to the Executive Engineer, Electricity Distribution Division I, Etah. Copy of the said representation dated 20 -4 -2004 has been filed as Annexure No. 8 to the writ petition.
