JUDGEMENT

(1.) -This special appeal has been filed against the impugned judgment of the learned single Judge dated 5.9.2003.

(2.) HEARD learned counsel for the parties.

(3.) THE learned single Judge held that there appeared to be collusion between the Regional Employment Officer and the petitioner in granting him appointment in contravention of the aforesaid G.O. dated 3.11.1997. THE petitioner's appointment was done without following any procedure as held by the learned single Judge. Hence, we find no infirmity in the impugned judgment of the learned single Judge. THE appeal is dismissed.
