JUDGEMENT

(1.) HEARD Sri Shashi Nandan, learned counsel for the petitioner and Sri Manoj Misra, learned counsel representing the contesting respondent no. 1.

(2.) ORDERS dated 25th March, 1991 and 28th October, 1989, passed by the respondents no. 2 and 3 respectively, are under challenge in this petition under Article 226 of the Constitution of India.

(3.) AGGRIEVED by the order of the respondent no. 3 dated 28th October, 1989, the petitioner preferred an appeal before the respondent, no 2. The appeal of the petitioner was also rejected by the respondent no. 2 on 25th March, 1991. Hence this petition.
