(1.) We have heard Shri Praveen Kumar, learned counsel for the appellant.

The petitioner was selected in pursuance to the advertisement for the post of 'Tailor' in the category reserved for Other Backward Class, published by Chief Medical Superintendent, Moti Lal Nehru District Hospital, Allahabad in Amar Ujala dated 15.9.2008. The eligibility of the post as published in the advertisement was a certificate of pro-efficiency as 'Tailor' given by any Training Institute, which is recognised by the State Government. The English translation of the eligibility was:-
(3.) The petitioner did not possess the qualifications or training certificate by an institution, which was recognised by the State. He submitted the certificate issued by one 'Shukla Adarsh Tailoring College, Kanpur, 10/123, Khalasi Line, Kanpur', which is society claimed to be registered with the Registrar of Societies. The certificate bears on the top the registration number by the State Government.
