JUDGEMENT

(1.) Heard Shri C.B.Yadav, Additional Advocate General assisted by Shri B.P.Singh and Shri K.Sahi, Advocates on behalf of the State and the Basic Shiksha Parishad.

(2.) These writ petitions raise common questions of fact and common questions of law, therefore, have been clubbed together and are being decided by means of this common judgment.

(3.) Since there is a slight difference in the dates and the number of earlier writ petition filed by the petitioners of different districts, this bunch has been divided into three groups namely Group 'A', Group 'B' and Group 'C'.
