JUDGEMENT

(1.) Heard Sri Shailendra Singh, learned Counsel for the petitioners, learned Standing Counsel for the State respondents and Sri Jugal Kishore Gupta, learned Counsel for file respondent Nos. 2 to 13.

(2.) Counter-affidavit has been filed by the respondents. Learned Counsel for the petitioners does not propose to file rejoinder-affidavit to which learned Counsel appearing for respondent Nos. 2 to 13 has no objection.

(3.) With the consent of the parties the writ petition is taken up for final disposal.
