JUDGEMENT

(1.) Heard Sri Ashwani Kumar Mishra, learned counsel for the petitioner and Sri Mahendra Singh for the respondent no. 6. Learned Standing Counsel has accepted notice for the respondent Nos. 1, 2 and 3.
