JUDGEMENT

(1.) HEARD the learned Counsel for the petitioner and Shri Pradeep Kumar and the learned standing Counsel for the respondents.

(2.) THE petitioner has challenged the impugned advertisement dated 16-5-2003 published in daily News Paper "times of India", contained in Annexure-2 to the writ petition and the order dated 9-2-2002, contained in Annexure-9 to the writ petition. THE petitioner has also prayed for a mandamus directing the respondents to allow the petitioner to complete the project for which the petitioner-company has been selected and MOU has been signed.
