JUDGEMENT

(1.) Heard Sri Sanjay Saxena, learned counsel for petitioner and Sri Ashutosh Shukla, Advocate holding brief of Sri R.K. Choudhary, learned counsel for respondent and perused the record. As the facts and circumstances involved in both the writ petitions are identical in nature, also the points to be concluded and decided is same, so with the consent of learned counsels, present today, both the writ petitions are heard jointly.

(2.) Further, Writ Petition No. 2160 (SS) of 2003, Smt. Neelam Agnihotri v. Director, Lucknow Public College, B-Block, Rajajipuram, Lucknow, has been filed by her with the following prayer :

(3.) Facts of the cases are that Smt. Neelam Aganihotri, who are working on the post of Assistant Teacher in Lucknow Public College, B-Block, Rajajipuram, Lucknow has approached this Court by filing Writ Petition No. 1707 (SS) of 2004 with the following main prayer :
