JUDGEMENT

(1.) Heard Sri Purnendu Chakravarty, learned counsel for the petitioner , learned Additional Government Advocate for opposite parties no.1 to 3 and Ms. Samidha, learned counsel for opposite party no.4.

(2.) By means of present writ petition, petitioner has prayed the following reliefs:-

(3.) Learned counsel for the respondents has raised a preliminary objection to the effect that in the present case in respect to relief claimed, petitioner has not approached the authority concerned, so in view of the said fact writ of mandamus cannot be granted to him.
