(1.) Heard Sri Seemant Singh, learned counsel for the petitioners, Sri Kuldeep Kumar Srivastava, learned Standing Counsel for the respondents no. 1 and 6 and Sri A. K. Yadav, learned counsel for the respondents no. 2, 3, 4 and 5.
