(1.) TEK Chand was having electric connection bearing account No. AD - 32/2774. He had rented out these premises to Pawan Kumar appellant. The appellant was making the payment of electricity bills regularly and the last electricity bill dated 25.3.2005 for Rs.1,030 was paid by him on 11.4.2005.
(2.) IT was further pleaded that on 4.7.2005 the officials of the respondents had visited the premises of the appellant and disconnected his electric connection illegally. On the enquiry made by the appellant he was told that an amount of Rs. 23,982 was outstanding against him. He was also told that the seals of the electric meter were found broken but in fact these seals were broken by the officials of the respondents themselves on 29.8.2003. The respondents were requested to restore the electric connection and to withdraw the demand notice but in vain. The appellant filed the complaint against the respondents in the learned District Consumer Disputes Redressal Forum, Ferozepur (in short œDistrict Forum ) for setting aside the demand notice and for restoration of the electric energy. Compensation, interest and costs were also prayed.
(3.) THE respondents filed the written reply. It was admitted that the electric connection bearing account No. AD -32/2774 was installed in the name of Tek Chand. It was not brought to the notice of the respondents if Tek Chand had rented out these premises to Pawan Kumar appellant. The electric connection was not transferred in his name. Therefore the appellant was not a consumer of the respondents.
