(1.) Instant public interest litigation has been filed for a Mandamus, directing the respondents to make use of "Velanmai Virivakka Maiyam", located in Thathanur Village to its fullest capacity.

In the supporting affidavit, petitioner has contended that an Agricultural Scientist Mr.Swaminathan, once said "If agriculture goes wrong, nothing else will have a chance to go right in the country". He said that provide all the possible facilities to the farmers in India. Petitioner has stated that in the year 2016, the Honourable Former-Chief Minister of Tamil Nadu, Late.Dr.Jayalalaitha had announced that in every Taluk, a "Velanmai Virivakka Maiyam" establishment, would be created.

Petitioner has further contended that farmers were contacting the District Level Agriculture Department for getting advices on various subjects, like crops suitable for their land, where to get good seeds, where to do soil tests, where to get machineries support to ease their work etc. According to the petitioner, as this was time consuming for the farmers, since they need to travel from their village and also created stress among them, lot of farmers, without getting proper advice and guidance from District Level Agriculture, Department did cultivation on their own and incurred loss. According to the petitioner, in order to rectify this issue, a new establishment was announced by the Late. Dr.Jayalalaitha, that in each Taluk, "Velanmai Virivakka Maiyam", would be established.
