(1.) The order, dated 11.06.2013, passed by the fifth respondent, rejecting the claim of the writ petitioners for grant of the benefits of regularization and permanent absorption in the sanctioned post in the regular time scale of pay, is under challenge in the present writ petition.

The learned counsel appearing for the writ petitioners made a submission that the writ petitioners were engaged as daily wage employees in the Construction and Maintenance Division of Public Works Department during the year 2003 and they were posted as N.M.R.Watchman and N.M.R.Garder respectively, in the Circuit House, at Karur.
(3.) The learned counsel for the writ petitioners states that without the knowledge of the writ petitioners, they were converted as contract employees under a private contractor. Though the private contractor paid salary to the writ petitioners, they were performing the duties and responsibilities as N.M.R. employees, which they were performing earlier also. Thus, the benefits of regularization and permanent absorption are to be extended in favour of the writ petitioners, since they have already completed ten years of service as daily wage employees.
