The reliefs sought for in all these writ petitions are for a direction to direct the respondents to regularise the services of the writ petitioners as Sweepers with effect from 1.3.2001, 1.3.2001, 1.3.2001, 1.3.2001, 1.9.2001, 1.9.2001 and 1.3.2001 respectively and consequently to pay regular time scale of pay from the date of such regularization with arrears of pay .
(2.) The learned counsel appearing on behalf of the writ petitioners states that the writ petitioners were engaged as Daily Rated Sweepers by the third respondent from the year 1990 onwards. The Government issued G.O.Ms.No.84, Municipal Administration and Water Supply Department, dated 21.5.1998, granting the benefit of consolidated pay in respect of the Daily Rated Employees, who have served for 5 to 10 years, as Sweepers. Accordingly, the writ petitioners were brought under the monthly consolidated pay and they were continuing in service.

The learned counsel for the writ petitioners states that even the consolidated pay was granted belatedly to the writ petitioners and subsequently, the Government regularised the services of the writ petitioners and now the writ petitioners are serving in the sanctioned posts in regular time scale of pay. The services of the writ petitioners were regularised with effect from 1.3.2003 onwards and now they are getting the benefits of regular Government employees. The grievances of the writ petitioners are that their services are to be regularised with effect from the date of initial appointments, more specifically, the date on which they were engaged as Daily Rated Employees.
