JUDGEMENT

(1.) Heard Mr. G. Thiyagarajan, learned counsel for the petitioner and Mr. L.P. Shanmugha Sundaram, learned Standing Counsel who is accepting notice for the respondents.

(2.) With the consent on either side, the writ petition is taken up for disposal.

(3.) The prayer sought for by the writ petitioner in this writ petition is to direct the respondents to permit the petitioner to pursue PhD in Chalmers University, Sweden.
