JUDGEMENT

(1.) The petitioner was serving with the Tamil Nadu Civil Supplies Corporation as a Regional Manager. The petitioner was required to procure gunny bags for the respondent Tamil Nadu Civil Supplies Corporation.

(2.) Orders were issued by his superiors to expedite the purchase of gunny bags for the respondent corporation. Purchase precede several communications from the Director of respondent indicating deficit in purchase of gunny bags by the Regional Managers.

(3.) By letter dated 28.07.2010, the director of the respondent had informed one of the Regional Manager that purchase of gunny bags from the co-operative is being monitored on daily basis and that the monthly target fixed is to be achieved at any cost so as to ensure adequate number of gunnies are available for meeting the demand for ensuing paddy procurement.
