(1.) Mr.Martin @ A.K.Martin, a practicing advocate, has sent a representation dated 20.12.2018 to the Director, (Matriculation and Non Matriculation), Director of School Education, Chennai, the 3rd respondent herein, (i) to revise the question pattern and to provide a specific time line/interval of 3 to 5 days duration, between one subject examination to another subject examination; (ii) to follow the previous blue print system to 10th, 11th and 12th standard students studying Tamil Nadu State Education Board syllabus and appearing public examination, in the academic year 2018-2019; (iii) to control and to take action against the leakage of public examination question papers, in the academic year 2018-2019; (iv) to provide training to the Private School Teachers and Government School Teachers to properly teach creativity questions, out of syllabus, twisting questions etc., to the current 10th, 11th and 12th standard students studying, Tamil Nadu State Education Board syllabus, and appearing in the public examination, in the academic year 2019-2020. Contending inter alia that, representation dated 20.12.2018, has not been disposed of, instant writ petition has been filed for a Writ of Mandamus, directing the respondents 1 to 3, to consider the representation dated 20.12.2018 and to dispose of the same, within the stipulated time.

Prescribing, syllabus for 10th to 12th standards, pattern of question papers, providing time duration, between one subject examination and another, training to teachers for creativity and out of syllabus questions, and prepare the students, for the competitive examinations, for 10th to 12th standards, are purely the domain of the educational authorities, more so, to make the students competitive in examinations, like NEET, JIMPER, IIT, JEE etc.

Question before us, is whether the petitioner, who is an advocate has any right to demand that the Government should follow only the previous blue print system for 10th, 11th and 12th standard students studying Tamil Nadu State Education Board syllabus. Judicial notice can be taken that the percentage of successful students in Tamil Nadu in the competitive examinations, like NEET, IIT, JEE etc., is less.
