JUDGEMENT

(1.) These fifteen writ petitions have been filed seeking a common relief of a mandamus directing the Secretary to Government, School Education Department and the Secretary to Government, Social Welfare & Nutritious Meal Programme Department, the respondents 1 & 2 herein to consider the representations of the petitioners dated 15.2.2018/23.2.2018 after taking into account the recommendations made by the Director of School Education, Chennai, the third respondent herein dated 10.11.2017 and then to issue suitable orders to the Chairman, Tamil Nadu Teachers Recruitment Board to conduct the Special Examination for the appointment of Graduate Teachers in the Government and other Schools etc., in the State of Tamil Nadu.

(2.) Learned counsel for the petitioners submitted that Mrs.B.Gowri, the petitioner in W.P.No.6418 of 2018 had completed the B.Litt in the year 2003 as well as B.Ed., in the year 2008. With these qualifications, she was appointed as Noon Meal Organizer on 1.8.95 at the Town Middle School, Arakkonam, Vellore District and since then she has been working without any promotion with the salary of Rs.9,380/-. The petitioner in W.P.No.6419 of 2018 Mrs.J.R.Thamizhselvi completed M.Com., in the year 2009 as well as B.Ed., in the year 2014 and now working as Noon Meal Organizer at the Panchayat Union Primary School, Nemili with the salary of Rs.9,500/-. The petitioner in W.P.No.6420 of 2018 Mrs.P.Pushpa completed B.Litt., in the year 1995, M.A., in the year 2002 as well as B.Ed., in the year 2015 and now working as Noon Meal Organizer at the Government Higher Secondary School, Hanumanthapuram, Dharmapuri District with the salary of Rs.10,582/-. The petitioner in W.P.No.6421 of 2018 Mrs.G.Ganapathi Shanthi completed B.Sc., in the year 1996 as well as B.Ed., in the year 2016 and now working as Noon Meal Organizer at the Panchayat Union Primary School, Uluthimadai with the salary of Rs.11,632/-. The petitioner in W.P.No.6422 of 2018 Mrs.A.Sagayamary completed B.Litt in the year 2003 as well as T.P.T course in the year 2007 and now working as Noon Meal Organizer at Kaththiruppu Union with the salary of Rs.12,625/-. The petitioner in W.P.No.6423 of 2018 Mrs.K.Kasthuri completed B.Litt in the year 2008 as well as T.P.T course in the year 2009 and now working as Noon Meal Organizer at the P.Nallagoundanpatti, Omalur Union Middle School, Salem District with the salary of Rs.13,255/-. The petitioner in W.P.No.6424 of 2018 Mrs.R.Anitha completed B.Litt in the year 2009 as well as B.Ed., in the year 2011 and now working as Noon Meal Organizer at the Panchayat Union Primary School, Kattur, Karimangalam with the salary of Rs.10,500/-. The petitioner in W.P.No.6425 of 2018 Mrs.K.Dhanalakshmi completed B.Sc., in the year 2009, M.Sc., in the year 2014 as well as B.Ed., in the year 2011 and now working as Noon Meal Organizer at the Government Boys Higher Secondary School, Attayampatti with the salary of Rs.12,095/-. The petitioner in W.P.No.6426 of 2018 Mrs.R.Mangammal completed B.A., in the year 2006, B.Ed., in the year 2013 as well as M.A., the year 2016 and now working as Noon Meal Organizer at the Panchayat Union Primary School, Gendiganahalli, Karimangalam with the salary of Rs.10,050/-. The petitioner in W.P.No.6427 of 2018 Mrs.M.Chitra completed B.Litt., in the year 2002, M.A., in the year 2014 as well as B.Ed., in the year 2012 and now working as Noon Meal Organizer at the C.S.I.Primary School, R.S.Mangalam, Ramnad District with the salary of Rs.10,735/-. The petitioner in W.P.No.6428 of 2018 Mrs.N.Chithra completed B.A., in the year 2009, M.A., in the year 2011 as well as B.Ed., in the year 2012 and now working as Noon Meal Cook at the Panchayat Union Middle School, Muthuramalingapuram, Ramnad District with the salary of Rs.4,750/-. The petitioner in W.P.No.6429 of 2018 Mrs.T.Anuratha completed B.Litt., in the year 2003, M.A., in the year 2015 as well as B.Ed., in the year 2014 and now working as Noon Meal Organizer at the R.S.Mangalam Panchayat Union Primary School, East R.S.Mangalam, Ramnad District with the salary of Rs.12,500/-. The petitioner in W.P.No.6430 of 2018 Mrs.Meenambal completed B.Sc., in the year 1992 as well as B.Ed., in the year 1993 and now working as Noon Meal Organizer at the Government Kallar Primary School, Kappalur, Madurai with the salary of Rs.11,160/-. The petitioner in W.P.No.6431 of 2018 Mrs.Kayalvizhi completed B.A., in the year 2009, B.Ed., in the year 2010 as well as M.A., in the year 2013 and now working as Noon Meal Organizer at the Panchayat Union Primary School, Thiruvalmallur, Virudhunagar District with the salary of Rs.11,200/-. The petitioner in W.P.No.6432 of 2018 Mrs.Krishnaveni.K completed B.Litt., in the year 2010 as well as B.Ed., in the year 2013 and now working as Noon Meal Organizer at the Government High School, Bagalur with the salary of Rs.13,500/-.

In view of the above, they have submitted representations to the respondents 1 to 4 by registered post on 15.2.2018/23.2.2018 to consider their case in the light of the recommendation made by the Director of School Education, Chennai, the third respondent herein in his proceeding bearing Na.Ka.No.10321/C2/ E2/2016 dated 10.11.2017 and the relevant portion thereof reads as follows:- .
