JUDGEMENT

(1.) (Prayer: This petition has been filed seeking for a writ of Mandamus, to direct the respondents to make appointments to the post of Forester from the Tamil Nadu Forest Ministerial staff in order to fill up the vacancies falling short of the ratio of 15% before 3.8.88 and 5% after 1988 till date and also reallocate the vacancies intended for direct recruitment not only to the promotee categories but also the Ministerial category proportionate to their respective quota under statutory rules namely Tamil nadu Forest Subordinate Service Rules instead of reallocating the entire vacancies of the direct recruitment to the promotees category alone for the purpose of appointment to the post of Foresters and consequently consider and include the name of the applicant for promotion to the post of Forester in the panel of the 2nd respondent under reference No.B1/5530/93, dated 8.9.94, and promote him to the said post in the order of seniority with all the attendant benefits.) Heard the learned counsel appearing on behalf of the petitioner and the learned Special Government Pleader (Forests) appearing on behalf of the respondents.

THOUGH the prayer sought for by the petitioner in the present writ petition is for a larger relief, the learned counsel appearing on behalf of the petitioner has submitted that it would suffice, if the representation of the petitioner, dated 13.12.1994, submitted to the second respondent, is directed to be disposed of on merits within a specified period.
