JUDGEMENT

(1.) MR. A. Arumugam, the learned Additional government Pleader takes notice for the first and second respondents and MRs. Radha Gopalan learned counsel takes notice for the third respondent.

(2.) WITH the consent of the learned counsels appearing on either side, the writ petition is taken up for final disposal.

(3.) THE learned Additional government Pleader appearing for the respondents has no objection for such an order being passed by this Court.
