(1.) SINCE the issue raised in both the writ appeals is one and the same, they are being disposed of by the following common order.

(2.) AGGRIEVED by the order of the learned single judge dismissing their writ petitions, the land owners have filed the above appeals.

(3.) HEARD the learned counsel appearing for the appellant as well as the learned Special Government Pleader for the respondents.
