(1.) This writ petition has been filed seeking a direction to the 2nd respondent to admit the petitioner to the 5 year B.A. LL.B. Degree course for the academic year 2025-2026 at Dr.Ambedkar Government Law college, Pudupakkam, Chennai, by allotting one of the available seats or even by creating an additional seat, if necessary, without disturbing existing admission, as the petitioner is fully eligible on merit and students with lesser marks under the same BC category have already been admitted in the said college.

The case of the petitioner is that she studied from Class I to X in regular schooling under the CBSE curriculum and completed her Higher Secondary Education through National Institute of Open Schooling (NIOS) during the Academic year April-May 2025. The second respondent, the Tamil Nadu Dr.Ambedkar Law University (TNDALU) issued a notification calling for online applications for Admission to 5-year Integrated Law Degree Course for the Academic Year 2025-2026 on 12/5/2025. As per the notification, two types of courses were offered, one being the 5-year Integrated Honours Law Degree Course in the School of Excellence in Law (SOEL) and the other being 5 year B.A.L.L.B-Degree course offered in the affiliated Government and Private Law Colleges across Tamil Nadu.
(3.) It is the case of the petitioner that the notification did not explicitly mention NIOS curriculum as the qualifying examination though it has been recognized by first respondent. As the late date for submission of application was fixed as 31/5/2025, the petitioner sent representations to NIOS through e-mail requesting them to advance the publication of Class XII results, which was rejected by the NIOS. Again the petitioner wrote to the Chairman, Law Admissions, TNDALU reiterating the difficulties faced by NIOS students and requesting them to allow the NIOS students to apply before the last date and then upload the result once it is declared or in the alternative, issue Application Form physically like NRI students, but the said request was also rejected. It was also informed that unless the marks are entered, it is impossible for the current year students to apply for this academic year.
