JUDGEMENT

(1.) SINCE common issues are arising for the consideration of this Court, both the Writ Appeal and the Review Application are heard together and a Common Judgment is being passed.

(2.) THE Writ Appeal is directed against the order of the learned Judge, dated 19.11.2010, made in W.P.(MD). No. 8294 of 2009, dismissing the Writ Petition filed by the first respondent herein.

(3.) THE first respondent herein filed the Writ Petition, in W.P.[MD]. No. 8294 of 2009, challenging the order of the second respondent therein, dated 14.08.2009, and for a direction to the respondents 1 and 2 to approve the proposal, dated 22.05.2008, submitted by the appellant herein, by transferring him from the post of Steno Typist.
