JUDGEMENT

(2.) THE present writ petition has been filed by the State of Tamil Nadu against the order dated 17. 11. 1999 in O. A. No. 6571 of 1999.

(3.) THE facts giving rise to the present writ petition are as follows :-The present Respondent No. 1 was initially appointed as Senior Inspector in the Co-operative Department in the year 1996. At that time, as per notification dated 7. 7. 1997, applications were invited by the State for the direct recruitment to the following posts in Group-I services :-
