JUDGEMENT

(1.) This writ petition has been filed to seek a direction on the respondents for giving effect to the recommendation made by the Central Information Commission dtd. 27/8/2013. One of the recommendations is to affix postal stamp on the RTI application in the place of Indian Postal Order or Demand Draft.

(2.) The petitioner, without finding out as to what action was taken by the appropriate authority on the aforesaid recommendation of the Central Information Commission, has made a representation on 21/1/2022. In other words, by way of this public interest litigation, the petitioner wants the Court to conduct a roving and fishing enquiry as to what steps were taken by the respondents based on the recommendation of the Central Information Commission. The High Court cannot act as a post office to collect and exchange information. It is more so when even according to the petitioner, the Central Information Commission has only made recommendations, which cannot by any stretch of imagination be taken as a statute so as to give effect. It is for the authorities concerned to decide what action should be taken based on the recommendation of the Central Information Commission.

(3.) In view of the above, we do not find any case for grant of the relief prayed for by the petitioner. The writ petition fails and the same is dismissed. There will be no order as to costs.
