JUDGEMENT

(1.) THE petitioner entered service as Junior Inspector of Cooperative Societies on 15.10.1965. He obtained various promotions. When he reached the age of superannuation on 30.09.2002, he was Deputy Registrar of Cooperative Societies. He rendered 36 years of service.

(2.) WHILE he was to retire on 30.09.2002, two orders were issued, one placing him under suspension and the other not permitting to retire. That is, G.O.2D No.117 Co-operative, Food and Consumer Protection (C.D) Department dated 30.09.2002 placed him under suspension and G.O.(3D)No.93, Co-operative, Food and Consumer Protection (C.D) Department dated 30.09.2002 did not permit him to retire.

(3.) AFTER placing the petitioner under suspension, another charge memo dated 27.02.2006 under Rule 17 (b) of the Tamil Nadu Civil Services was issued.
