(1.) THIS writ petition is filed by the petitioner claiming to be the Secretary of Piramalai Kallar Youth Federation at Usilampatti.
(2.) IN this writ petition he has sought for a direction to consider his representation, dated 04.08.2012 addressed to the Superintendent of Police, Madurai. IN that representation, he had stated that the Federation to which he belonged use to conduct Gurupooja in the memory of P.K.Mookiah Thevar, who was their leader, on 6th September of every year. During that day, they use to conduct a procession culminating in a public meeting. For the last 20 years, they have been doing the same without any hindrance. Therefore, they wanted permission to be granted to conduct a procession on 06.09.2012. The members of the Federation wanted to pay respects to the late P.K.Mookiah Thevar at his memorial building on 06.09.2012 at 5.00 am. On the same day, around 4.00 pm, they wanted to start a procession from TNSTC Depot, Usilampatti to Thevar Statue, followed by a public meeting at the open space near the Murugan Temple betwen 6.00 pm and 9.00 pm. They also agreed to abide by the Law and Order. They also sought permission to have loudspeaker and lighting arrangements for the same.
(3.) THE dismissal of the writ petition will not help either the petitioner or the impleaded 3rd respondent. On the other hand, it will cause disrespect to the leader P.K.Mookiah THEvar, whose memory both the petitioner and 3rd respondent wanted to cherish.
