JUDGEMENT

(1.) THE Petitioner, who claims to be a Slathar attached to Arulmighu Subramaniya Thirukovil, Thiruchendur, has filed this Writ Petition, in public interest, seeking for a writ of mandamus, directing the Respondents 2 to 4 to shift the place of laying pipes in connection with the implementation of Underground Sewerage Scheme from the centre point of the cement road to the road side ends at Sannathi Street, Thiruchendur, Thoothukud District.

(2.) ACCORDING to the Petitioner, the 4th Respondent, by way of laying sewer pipes, has been digging the centre point of the cement road at Sannathi Street, Tiruchendur, for the purpose of laying underground Sewerage Scheme. The grievance of the Petitioner is that if sewer pipeline is laid in the centre of the cement road, it will cause much hardship to the devotees for their ingress and egress to the temple and also cause hindrance to the Car of Arulmighu Subramania Thirukoivl during procession period.

MR.R.Anand, learned counsel for the Petitioner would submit that under the guise of laying Sewer Pipe Line, the authorities are digging in the centre of the Cement road, which has been laid in the Sannathi Street and if cement road is damaged, there will not be ingress and egress to the devotees who visit the temple and also for procession of the temple car.
